&lt;p&gt;Suddenly, they were closed -- two Inner Belt Bridge lanes shut down midday Sept. 30. &lt;/p&gt;

&lt;p&gt;Then, the following day, two more lanes were shut. &lt;/p&gt;
&lt;p&gt;Commuters were caught by surprise. But the Ohio Department of Transportation shouldn&#039;t have been. &lt;/p&gt;
&lt;p&gt;ODOT called the lane closings precautionary because recent inspections showed steel chords deteriorating faster than anyone anticipated. &lt;/p&gt;
&lt;p&gt;Even though the exact timing and scope of the action was unexpected, ODOT engineers began worrying about closing lanes as far back as February, according to The Plain Dealer&#039;s review of nearly 6,000 pages of ODOT internal e-mails and news releases. &lt;/p&gt;
&lt;p&gt;ODOT did not release about 130 e-mails, claiming lawyer-client confidentiality or that the e-mails were not relevant to the department&#039;s work. &lt;/p&gt;
&lt;p&gt;&amp;quot;The department is no longer confident it will provide reliable service for all eight lanes of I-90 traffic,&amp;quot; ODOT Director James Beasley wrote to the Federal Highway Administration in June. &amp;quot;The deterioration of the truss structure has advanced to the point where partial or even total bridge closures for emergency repairs are possible within the next several years.&amp;quot; &lt;/p&gt;
&lt;p&gt;ODOT has watched the bridge closely since at least last year. &lt;/p&gt;
&lt;p&gt;&lt;a name=&quot;more&quot; title=&quot;more&quot;&gt;&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;Last spring, 34 bowed and corroded steel gusset plates, which connect the beams that hold up the bridge, had to be replaced. A gusset plate is the same piece blamed for the major bridge collapse in Minneapolis last year. &lt;/p&gt;
&lt;p&gt;Over the summer, ODOT spent $10 million reinforcing more gusset plates and other segments of the bridge. &lt;/p&gt;
&lt;p&gt;ODOT decided to close lanes this fall, it said, because of unexpected problems with corroded steel chords, where the truss meets the arch and pier. &lt;/p&gt;
&lt;p&gt;As it announced the first lane closings, ODOT held back in telling the public exact details of the problems. Local ODOT spokeswoman Jocelyn Clemings wrote in a draft news release that a preliminary inspection report showed 16 locations that could support less than 100 percent of a fully loaded bridge, with five spots that rated below 75 percent. &lt;/p&gt;
&lt;p&gt;But Columbus-based ODOT spokesman Scott Varner e-mailed her back: &amp;quot;Hmm .¤.¤. I would suggest not getting into the 16 locations with the &amp;quot;below 100% limit&amp;quot; - instead, what about something like . . .&amp;quot; &lt;/p&gt;
&lt;p&gt;That sentence was replaced with, &amp;quot;Previous inspections of the Inner Belt Bridge have shown that the steel members are aging faster than expected.&amp;quot; &lt;/p&gt;
&lt;p&gt;Inspectors later found that only two, instead of 16, supports had seriously deteriorated. &lt;/p&gt;
&lt;p&gt;ODOT issued that release about 1:40 p.m. Sept. 30. But the agency had not decided whether to close one lane -- or two -- in each direction, until that morning. &lt;/p&gt;
&lt;p&gt;The next day, about 7:30 p.m. on Oct. 1, ODOT closed two more lanes. &lt;/p&gt;
&lt;p&gt;The lanes have remained off-limits ever since. &lt;/p&gt;
&lt;p&gt;No e-mails explain what changed ODOT&#039;s decision about closing additional lanes Oct. 1. &lt;/p&gt;
&lt;p&gt;&amp;quot;The director just wanted to be as cautious as possible,&amp;quot; Varner said Friday. &lt;/p&gt;
&lt;p&gt;Long-term plans for the bridge include spending about $140 million in 2010 to replace the roadway deck and many steel supports. &lt;/p&gt;
&lt;p&gt;Those improvements would extend the bridge&#039;s life 20 years. And after a $400 million companion bridge is built for westbound traffic, the current bridge would carry only eastbound traffic. &lt;/p&gt;
&lt;p&gt;E-mails, though, show discussions about the long-term future of the bridge. &lt;/p&gt;
&lt;p&gt;In February, an ODOT employee drew up sample detours for the bridge &amp;quot;in case something is found that would cause a reduction in lanes on the bridge or a closure of the bridge.&amp;quot; &lt;/p&gt;
&lt;p&gt;In May, a construction engineer questioned even keeping the bridge. &lt;/p&gt;
&lt;p&gt;&amp;quot;I still feel the old truss will be a nightmare to maintain and a new structure is the way to go,&amp;quot; wrote Raymond Bencivengo. &amp;quot;I have had at least six Inner Belt projects since 1997, and due to the daily traffic volumes and all of the special events downtown, each problem required serious planning and execution . . .&amp;quot; &lt;/p&gt;
&lt;p&gt;In June, ODOT employees met for a three-day workshop to discuss risk assessment of alternative plans for the bridge and its future. &lt;/p&gt;
&lt;p&gt;And in July, an ODOT transportation manager wrote, &amp;quot;Just about every expansion joint is falling apart on the bridge. We also have many holes out there that need to be replaced with concrete.&amp;quot; &lt;/p&gt;
&lt;p&gt;In its last two inspections, the bridge was rated &amp;quot;poor,&amp;quot; or a 4 on a scale of 0-9. &lt;/p&gt;
&lt;p&gt;Since the lane closures, experts have measured the strain on key areas of the steel trusses. And e-mails show that ODOT engineers have contemplated closing the bridge to trucks, counting out how many signs and posts would be needed to detour trucks to I-490 and I-77. &lt;/p&gt;
&lt;p&gt;No long-term decisions have been made, Varner said. &lt;/p&gt;
&lt;p&gt;But records show ODOT has spent $60,000 on the lane closures and inspections &lt;/p&gt;

 <title>Santiago asks TWDC to take over Clark Metro&#039;s plan (Priceless)</title>

&lt;p&gt;Ward 14 Councilman Joe Santiago&#039;s desire for creating an &amp;quot;international village&amp;quot; along West 25th Street could rely on a study developed by the Clark Metro Development Corp. &lt;/p&gt;
&lt;p&gt;But folks at Clark Metro aren&#039;t feeling too generous these days when it comes to giving the councilman what he wants. Clark Metro is no longer a city-recognized community development corporation after it failed to meet city standards. &lt;/p&gt;
&lt;p&gt;Clark Metro representatives have said that&#039;s because Santiago cut off its funding. Santiago has said he cut off funding because Clark Metro wasn&#039;t performing. &lt;/p&gt;
&lt;p&gt;Regardless, Santiago said he needs the study submitted to the city by 2009 so it can be incorporated into the Planning Department&#039;s long-range plans. If the study isn&#039;t submitted in time, International Village likely will not be acknowledged in the citywide long-range plan and therefore be ineligible for additional funding. &lt;/p&gt;
&lt;p&gt;There are barriers to releasing the study, being held by architectural firm Arkinetics. It has filed a lawsuit against Clark Metro seeking payment for it and former Clark Metro staffer Abe Bruckman, who agreed to continue working on the study as a consultant after he left the CDC. &lt;/p&gt;
&lt;p&gt;&amp;quot;We completed the plan and are still awaiting final payment,&amp;quot; said Arkinetics partner Mark Duluk. &amp;quot;As much as anyone, I would like the plan to be out there for people to see. Our only issue is getting paid. It&#039;s not the politics.&amp;quot; &lt;/p&gt;
&lt;p&gt;He said that if a request by the Ohio Canal Corridor and sponsored by Santiago for $15,600 in a Community Development Block Grant through the city is approved, $6,067 will go to Arkinetics and $5,300 for Bruckman. Those are the amounts due them from Clark Metro. If the grant is approved, Duluk said the lawsuit would be dropped. &lt;/p&gt;
&lt;p&gt;&amp;quot;Upon payment we will release it (the study) to whoever is the designated steward organization,&amp;quot; Duluk said. &lt;/p&gt;
&lt;p&gt;Therein lies another barrier. No CDC can oversee an economic development initiative in Clark Metro&#039;s service area unless another CDC amends its own bylaws. Santiago said he is seeking collaboration by other CDCs so they can take on the plan. &lt;/p&gt;
&lt;p&gt;&amp;quot;That&#039;s our plan,&amp;quot; Rebecca Kempton protested. She was recently the vice president of Clark Metro until she resigned, citing family matters. &amp;quot;He&#039;s taking our plan. We commissioned the plan and raised the funding for it. We have a claim to it.&amp;quot; &lt;/p&gt;
&lt;p&gt;However, the economic development committee at Tremont West Development Corp. is considering taking on the West 25th plan, even though its jurisdiction comes one block shy of West 25th. &lt;/p&gt;
&lt;p&gt;&amp;quot;I&#039;m to the point where I need a CDC&amp;quot; to take on the plan, Santiago said. &amp;quot;It should never be about a boundary issue. It&#039;s about servicing the West Side.&amp;quot; &lt;/p&gt;
&lt;p&gt;He added that, depending on a vote on a City Charter amendment Tuesday, city wards could change. CDC boundaries also might change, he said. Santiago also noted that a CDC&#039;s boundary could also be adjusted by contract, not just by amending a CDC&#039;s bylaws. &lt;/p&gt;

 <title>Tremont Neighborhood Team for Barack Obama</title>

 <description>&lt;p&gt;For all of you in Tremont who would like to participate locally in the campaign to elect Senator Barack Obama the next President of the United States , &lt;/p&gt;
&lt;p&gt;Please join us at 3:00p.m. on Sunday September 7th. &lt;/p&gt;
&lt;p&gt;Michael Hernandez with the Obama Ohio for Change Campaign will be present to educate us all on the volunteer assignments.  We &lt;strong&gt;need volunteers&lt;/strong&gt; in four basic categories of participation: &lt;/p&gt;

&lt;p&gt;We are seeking resident &lt;strong&gt;volunteers&lt;/strong&gt; in order to accomplish this momentous, historic and &lt;strong&gt;most importantly,&lt;/strong&gt; needed action. &lt;/p&gt;

Tremont will be not only part of this years Taste Tremont but will have the doors open to the public for the first time since 1945 which was it&#039;s founding by American Veterans of Polish Decent returning home from WWII. &lt;/p&gt;
&lt;p&gt;The first floor is a full service bar/club with oldie juke box and regulation pool table. Basement has a monumental display to the veterans that have never returned from the various duties worldwide. The 2nd floor is the clubrooms where the actual meetings are help monthly and the Posts Military History. &lt;/p&gt;
